No-Kill sheltering policies have turned animal shelters overcrowded and inhumane in Los Angeles. Dogs wait weeks before getting walks. Other dogs get warehoused for years and become unadoptable. And cats? Unless they're injured, cats are turned away. PETA Sr. VP Lisa Lange explains what went wrong and how the LA City Council can fix it.
