People too often leave their dogs chained in yards and don't bother to bring them in from the cold. 

Emily Allen of PETA's Community Animal Project says dogs too often freeze to death. People should alert law enforcement or contact PETA. PETA has logged dozens of animal deaths due to the cold, most all of them could have been prevented.
